In the first stage of the urban transformation action plan in Rize, a part of the city center in the filling area of 2,700 houses with risk of over 170 acres and the destruction of 1,500 commercial houses will be moved to the new living area. On the filling area, which constitutes approximately one-third of the city center, building permission was granted in three layers in the first stage; but in the meantime, high-rise buildings were built in the area of the filling.
